Bechtel debuts Warsaw office to support Polish foray into nuclear power

The Norwegian shipbuilding company Ulstein has developed a design concept for a cruise ship fueled by a molten salt nuclear reactor. In the company’s concept, the 500-foot-long, 60-passenger ship, named Thor—in reference to the Norse god as well as the thorium used in the reactor core–would generate its electricity with the onboard reactor. The ship would also serve as a charging station for a fully electric companion ship named Sif, named after the goddess who was Thor’s wife.

Preferred site picked for Poland’s first nuclear plant

A location in northern Poland near the Baltic coast, Lubiatowo-Kopalino, has been selected as the preferred site for the nation’s first nuclear power plant, winning out over nearby Żarnowiec, Polskie Elektrownie Jadrowe (PEJ) announced recently. The site is approximately 40 miles northwest of Gdansk, the capital of Poland’s Pomeranian province.

New bill aims to bring advanced reactors to economically depressed communities

Bipartisan support for nuclear energy continued on Capitol Hill last week as Sens. Joe Manchin (D., W.Va.), chairman of the Senate Energy and Natural Resources Committee, and John Barrasso (R., Wyo.), the committee’s ranking member, introduced the Fission for the Future Act of 2021, a measure backing the commercial deployment of advanced nuclear reactors.

Introduced on December 16, the legislation would prioritize communities affected by the closure of coal and other fossil-fueled generating facilities and assist in the reutilization of those sites to deploy advanced nuclear power plants, promoting job growth in economically depressed regions.

Colorado county looking at SMRs to replace coal

The expected early retirement of a massive coal plant in Pueblo County, Colo., has the county commissioners mulling small modular reactors as a power source replacement.

The plant in question is Xcel Energy’s three-unit Comanche Generating Station, Colorado’s largest single source of greenhouse gas emissions. In 2018, Xcel received approval from the Colorado Public Utilities Commission (PUC) to retire Units 1 and 2 in 2023 and 2025, respectively. And earlier this year, the company filed a proposal to close the much newer Unit 3 in 2039—three decades earlier than expected. (Xcel also plans to run the unit at only 33 percent, beginning in 2030.) Meanwhile, environmental groups have been pushing for the closure of Unit 3 by the end of the decade.

Coalition: N.Y. should add non-renewables program to clean energy standard

A coalition of power companies and labor unions has filed a petition with the New York Public Service Commission (PSC), calling for a new program or tier under the state’s clean energy standard to encourage the development of zero-emission dispatchable energy systems.

Companion bills that call for amending the Internal Revenue Code to establish a tax credit to help existing merchant nuclear plants continue operations debuted on Capitol Hill last week.

In the House on June 21, Rep. Bill Pascrell (D., N.J.) introduced the bipartisan H.R. 4024, dubbed the Zero-Emission Nuclear Power Production Credit Act of 2021. Cosponsors of the legislation include Reps. Brian Fitzpatrick (R., Pa.), Tom Suozzi (D., N.Y.), John Katko (R., N.Y.), Danny Davis (D., Ill.), Anthony Brown (D., Md.), Dutch Ruppersberger (D., Md.), Cheri Bustos (D., Ill.), Mike Doyle (D., Pa.), and Bobby Rush (D., Ill.).

And on June 24, Sen. Ben Cardin (D., Md.) introduced the Senate’s version, S. 2291, with Sens. Joe Manchin (D., W.Va.), Tom Carper (D., Del.), Sheldon Whitehouse (D., R.I.), and Cory Booker (D., N.J.) joining as cosponsors.

Westinghouse to invest in Poland’s nuclear future

The signing last October of a bilateral agreement between the United States and Poland to cooperate on the latter’s civil nuclear power program appears to be bearing fruit. On March 15, following a meeting in Warsaw between Patrick Fragman, president and chief executive officer of Westinghouse Electric Company, and Piotr Naimski, Poland’s secretary of state for strategic energy infrastructure, Westinghouse announced its intention to invest in nuclear technologies in Poland.

The agreement, which entered into force earlier this month, calls for the United States and Poland to cooperate over the next 18 months on a report laying out a plan for implementing Poland’s nuclear power program, as well as potential financing arrangements. It also defines areas of U.S.-Polish cooperation for decades to come, including support for relevant business entities and government-led efforts ranging from regulation to research and training to supply chain development.
